Squire Patton Boggs has hired infrastructure development and finance partner G. Scott Rafshoon to work in the firm’s global corporate practice in Atlanta.

Rafshoon will represent clients involved in public-private partnership transactions at the local, state and federal levels. He most recently worked at Hunton Andrews Kurth.

“This an ideal place to further my practice and play a role in the advancement of the firm’s capabilities in the U.S. P3 sector,” said attorney Scott Rafshoon.

With 15 years of experience in P3s, Rafshoon is known for his work on the privatization and redevelopment of military facilities across the country, the firm said in a release.

Facing a $2 trillion infrastructure investment deficit, the U.S. is at a crucial intersection in its approach to project procurement, development and finance, said Daniel G. Berick, chairman of the Americas Global Corporate Practice.

“With the P3 approach gaining ground, Scott’s extensive experience and expertise, particularly in the social infrastructure space, places us among the leaders in this market,” Berick said. “Scott’s arrival complements our firm’s historic, national public finance commitment to the development and financing of public infrastructure.

“The trifecta of Scott’s leading P3 social infrastructure practice, and our general P3 and public finance capabilities position us to offer clients a complete array of the services needed to address this nation’s most pressing infrastructure needs.”

In addition to his work in military housing P3s, Rafshoon has also frequently worked with clients negotiating and financing higher education infrastructure projects.

Rafshoon also has experience selling businesses and assets in the U.S. and internationally. His practice will include advising on mergers and acquisitions, divestitures, corporate governance, contracts, joint ventures and commercial lending.

“Squire Patton Boggs’ leading reputation in infrastructure finance and its unparalleled global platform make this an ideal place to further my practice and play a role in the advancement of the firm’s capabilities in the U.S. P3 sector,” Rafshoon said. “I am excited at the opportunity to rejoin several former colleagues here in Atlanta and collaborate with my new colleagues around the world.”

A native of Atlanta, he has represented numerous local, state and federal political candidates and officeholders, as well as political action committees.

Rafshoon currently is chairman of the board of directors for the Zaban Paradies Couples Center, an Atlanta nonprofit agency that helps couples transition from homelessness to resettlement by providing shelter, basic necessities and counseling services. He is also on the board of the Jewish Educational Loan Fund.

After receiving a bachelor’s degree from Dartmouth College, Rafshoon received a law degree from Emory University School of Law, where he serves as an adjunct professor teaching contract drafting and deal skills.

In the first nine months of this year, Squire was the sixth-ranked bond counsel firm nationally, credited with $815.75 million in 104 deals, according to Refinitiv.

Squire Patton Boggs has an integrated legal practice serving businesses and governments. The firm has more than 1,500 lawyers in 44 offices in North America, Europe, the Middle East, Asia Pacific and Latin America.
