Norton Rose Fulbright expands Los Angeles public finance team

Global law firm Norton Rose Fulbright added two public finance lawyers to its public finance team in Los Angeles.

Stepan Haytayan was named senior counsel and Mauricio Salazar has joined its team as an associate.

“Stepan and Mauricio are tremendously talented lawyers, and their addition underscores the desire to bolster our public finance presence on the West Coast,” said Jeff Margulies, Los Angeles and San Francisco partner-in-charge. “Additionally, we have added five lateral partners — across four practice areas — to our L.A. and San Francisco offices since October. These hires will help us continue to provide excellent legal services to all of our clients.”

The firm has 51 attorneys in its public finance practice.

Haytayan moved over from the California Attorney General’s office, where he served as supervising deputy attorney general.

Salazar was an associate in the Los Angeles office of Aleshire & Wynder.

Haytayan supervised a team that counseled on regulatory, statutory and constitutional laws governing financings and government expenditures.

His clients included the governor, the treasurer, the controller, the Department of Finance, the Department of Water Resources and several bond-issuing authorities.

He has established a track record of successfully representing state bond-issuing entities in their wide-ranging financing programs, according to the law firm. Before joining the Attorney General’s Office in 2007, Haytayan represented public entities, underwriters and credit enhancers on bond and other issues.

Mauricio Salazar joins Norton Rose Fulbright from Aleshire & Wynder.

Salazar has served as bond counsel for California cities, successor agencies to redevelopment agencies, community facilities districts, joint powers authorities and water districts.

In addition to public finance practice, Mauricio also practiced general municipal law and served as assistant city attorney for a longstanding client where he advised city council, planning commission, city directors and staff on a wide variety of practice areas including land use, zoning, contracts, public works, and elections.
